feat(depart): 新增部门系统类型字段并设置默认值

- 在新增部门时，若无父级ID则设置systemType为0
- 若部门存在子节点，则设置systemType为1
- 若部门为学校或体育馆类型，则设置systemType为2
-优化部门编码规则生成逻辑，支持系统类型区分- 完善部门扩展信息创建流程，适配不同机构类别
