feat(refuelDetaile): 添加客服跳转功能并调整布局样式

- 新增 handleKf 方法，实现跳转微信客服小程序页面
- 修改布局，给部分视图添加 flex-shrink-0 防止缩小
- 为客服图标视图绑定点击事件触发客服跳转功能
- 优化页面交互，提升用户访问客服体验
